2003 Campus Utilities Study

In April 2003 the University of Utah Physical Plant commissioned this 2003 CAMPUS UTILITIES STUDY. The purpose of this study was to provide a thorough evaluation of all utilities on the campus to assist the Physical Plant in development of a Long Range Development Plan (LRDP).

During the development of this study, VBFA suggested that the University consider a second phase in which all of the original study (Phase I) could be imported into a GIS System. The Owner accepted that recommendation.

The challenge to the consulting team was to assimilate the data found on hundreds of existing paper infrastructure documents into a computer model from which mathematical modeling could be done for each utility, utility assessment could be made and forecasting for the future could be accomplished with a high degree of accuracy.

The first phase included utility assessment, development of computerized models for each utility, recommendations for long range expansions and upgrades to the systems and a twenty year capital investment plan, and recommendations on a funding strategy for future infrastructure extensions to new buildings. All this was compiled and presented in report form and on an interactive CD.

The second phase incorporated all of the data from Phase I into a complex and interactive Geographic Information System program. Surface features were field surveyed and Global Positioning Stations (GPS) were gathered and entered into the
2003 Campus Utilities Study
GIS model. Historical data and pictures were inserted along with computer spread sheet data. The system was installed on the University's computer and extensive training for university personnel was given.
 
This was a unique project in that the University of Utah may probably be the first major university in the country where the entire campus infrastructure system has been documented, mapped, modeled and inserted into a dynamic GIS system. The benefits of this project will be realized by the University for decades to come. Instead of extracting multiple paper utility maps from file drawers to understand what is happening at any point on the campus, the university can now access all this information on a single computer.
 
This unparalleled system development is felt to be on the cutting edge of technology for university infrastructure management and will save thousands of management and planning dollars for the next two decades.

The University of Utah has been a pioneer in this arena and will now stand as the model for the rest of the country.
